Well
I was right about the fogs didnt work

But
Wrong about the bulbs blown

In fact after tracing bits of wires,
1. There was NO continuity between the plug terminals
2. There WAS continuity from negative to bulb
3. There was NO continuity from positive to bulb
4. There WAS continuity between bulb terminals

Positive NOPE

Negative YUP

WHAT in the world is this bulb?!!!
HOW do i replace it if blown?!!!

Anyway
All it was was CORRODED positive terminal on bulb!
Just needs a good scrape/clean + also the contact in the bulb holder (right hole with black line in it):

Now,
More BH Deox gel on those fog casings!

Looks like an H3 bulb mate, fairly standard for fogs of this type. If that leg has snapped away from the base then it's not going to work even with an ok filament, as it earths through the base of the bulb into the fog lamp unit.

Looks like if you get a pair of H3 bulbs you should be back in business
