Very basically, this is how I understand it. May be incorrect but assuming two engines making the same power:
Higher compression + lower pressure = 'better' performance off boost, more torque.
Lower compression + higher pressure = 'worser' performance off boost, more top end oomph.
Since Ratty has the 11:1 CR he runs less risk of deading the engine than a lower CR engine making the same BHP? The only other Prelude engine with that same CR is the H22A8, which is not too common, or the S-Spec, which I suspect is the same engine as the TypeS H22A but without ATTS. And they're less common the the TypeS.
Terribly written, probably misunderstood and poor terminology, no doubt telling you stuff you already know, but hopefully someone can find some sense in there as to why Ratty isn't saving himself a lot of hassle and money by just buying another car to do it in.

Priority: TypeS engine > ATTS.
EDIT: Plus didn't Ratty only recently have the engine rebuilt?
