Just start adding to his filth, in the hope that he shocks himself into cleaning up his act.

For example, scrub your sherrif's badge with a pair of his undies, until there is a large skidder, and leave them somewhere in his domain that is visible to all. If he does nothing about them, comment on his disgusting behavior.

Repeat as necessary.

and yes, have tried talking to him multiple times. To his credit he never does any of the sick twisted things again once spoken to but he never seems to carry the message of the talking to over into any other situation.
