If the ABS bulb goes off at ignition that might just be a old stored code. Like suggested give it a reset anyway.

Looks like 16 for the ABS and 20 for 4WS to me. I assume 4WS is the larger top light?

ABS: 16 - Wheel Sensor: RR (Electrical Noise/Intermittent Interruption)

WHat do you think my next plan of action should be?

I was thinking of:

1. Do the 4ws alignment reset procedure and see if that works.
2. Take the steering wheel off and inspect the sensor and see if it's aligned properly (also check the condition of it).
3. Check the sub sensor for damage to the cable etc.

I'm not sure where to go after that. New parts?

What lights are coming on then? Is it both ABS and 4WS? Do they only come on after you start moving?

reset the abs just to clear the code, might upset the 4ws

refer to this thread:

he did not seem to fix it, might need a new sensor
