Which pictures in particular? The blurry-ness is from a low aperture on the camera. I'm not a professional but that's what I do. Put it on low aperture and then focus on what I want to be clear and then the rest of the image is blurred for me.

That's from instagram. Application on iPhone and androids. You take a picture and it let's you edit. There are so many filters, that give it different effect. That's why it looks like some old style newspaper scanned image. :P
