Just checking - are you using the buttons on the steering wheel? You should press the cruise control button on the dash to switch it on (standby), and then hit the 'set' button on the steering wheel when you are at your desired speed. You should then feel the pedal go down on its own and the green dash light will come on at this point .
One thing to note is that cruise control won't engage if the clutch (or brake) pedal is pressed. When I first got my lude, I didn't realise it but when my foot was hovering above the clutch pedal I was sometimes inadvertently pressing it in a tiny bit and the cruise control wouldn't work.

Are you sure you have front fog lights?
A lot of people mistake the front indicators in the bumper as fog lights.
