so then, back to plan A. and in response to Pushki
that's one part of the goal here, giving the driver the ability to turn 4ws on and off at will. *safely*. my original idea was to use a relay or a switch to cut signal from the steering angle sensors and switch to a set straight forward resistance which will be determined by metering the steering angle sensors in the straight forward position. this way the 4ws system will not see that the front wheels are turning, it will see a signal that makes it believe the front wheels are straight. this way the electronic rack will remain energized and hold the wheels steady in the straight forward position. of course there are some unknowns... will the system go into fail safe if the rear steering angle reports the slightest deviation? if so, we may have to cut that signal as well. i'll just have to do a lot of testing. i cannot find any factory service guide for the 4th gen 4ws boards or even datasheets for those old chips. its starting to look like this is going to be an external modification which is good! and chances are, it'll work on both 4th and 5th gens no problem.Why would you want to turn off the 4WS?
You know the wheels aren't 'locked' when the system is disabled don't you?

just spent wayyy too much time on google.co.jp with page translation turned on and a online translation service to translate my search queries but i came up with this and the rest of 4ws schematics from the Japanese 96-01 prelude!

I'd love to help, but as I stated I have the '99 supplement manual, not the main '97 one. I still have a look for you to see if there is any 4WS info.
