Quite possibly what I had on my original dials - used to stick around that sort of speed in very hot weather, then throw a bit of a wobbler. Only ever did it on very hot days, so initially I thought it was a physical problem on the dials, but I couldn't confirm. Either that or take a look at your VSS connections and wiring, the plug on the top of it can suffer a few corrosion issues etc.
