If its anything like the Z spoilers you will have a foam body inside the resin shell. This will be soaking wet inside after years of abuse and never able to hold a good finish again.
Does your boot lid feel a couple of kilo more than you might expect? Bet you its soggy inside the spoiler...
I have seen three toyota spoilers go like this and seen one cut in half. Its a honeycomb kinda affair and its not made for 18 years use....

Maybe. I only ever saw them when they got heavy and cracked but this bubbling of the paint was one of the first sure ways to know it was gone. My mate noses black one ended up weighing a ton
Like I say I dont know if its the same but its 'toyota luxury sports' so it wouldn't suprise me. If so then maybe way back its cracked, let in water then its been repainted without being dried out. No mater what you do to it after that the water is just going to want to form between the lowest layer of paint and the contact surface and peel it away. Like putting gloss paint onto damp wood. Its just not going to stay there.
Just a maybe.
