Can only fail on airbag if an airbag is present and the warning lamp is on, if its been removed and no warning lamp then its perfectly fine.

Hmm I just checked and the wording is open to interpretation.
The vehicle will fail the test if any airbag fitted as original equipment is obviously missing or defective.
So I think it will depend on the MOT tester. If they feel like it they could turn around and say that the 5th gen had an airbag from the factory, it is missing, so MOT fail.

But equally they could say that the wheel that is fitted does not obviously have an air bag missing as it does not have an airbag.

Gunna be a kill joy here, you're on dodge ground sending airbags by post, even more so to ireland I suspect with the obvious and the chance it'll be sent by air.

Where would i get a decent boss/wheel setup then? Pretty much a bolt on kit with a momo or something similar
