simple check on tyres is to run your hand around the tyre to see if it is uniform round and not have any steps on it ( i.e tread block is up then down and so on )

Standard wheels, fit the hub correctly, no room for a spigot ring that I am aware of?

Well, a quick feel of the inside edge indicates stepping on the tread. Will try two new decent tyres.
