An experienced ground level practitioner will often, frankly, have a better assessment of risk of any given situation. Admittedly, given the gestation of Asbestos related conditions this is difficult to prove in this case, but I think you might agree that this is the case in many situations?

In general though a career based around safety/whatever will be based on evidence and statistics though so with no supporting data there is no career, so I'm not sure what your point is or what mine is.
