programming it is pretty simple, i just mocked it up on my desk with some LEDs and a pushbutton, and a simple loop with some delays.
Ive PMd you the code so you can see what you're getting into. Luckily there is not a huge learning curve on the whole 'arduino' thing, as its designed for beginners and there is soo much support out there (eg you can buy a book in maplins on it, aswell as numerous web resources).
Would be happy to help with the code and build.
Ive noticed lots of cheap LED floodlights on EBAY, you could use those with a colour filter/diffuser , but they are square not round lol, would look a bit like a disco

see, someone already beat me to it...
its easy to get into, its cheap, can re-cycle all sorts of old ectronics crap you have lying around in broken stuff, and you can bend it to your will for whatever reason.
so basically, you'd just use a relay board (with built in switching transistors and flyback diodes) instead of the LEDs, and hook up the high current lights/LED modules to those, powered direct from 12v
All battery powered too. The arduino board will take a 12v input, and regulate that down to 5v for the chip, and the chip outputs for the relays. Should have enough juice to power 3 or 4 relays easily.
