the 2.3 is a totally different engine it would be like trying to put h22 bits on i reckon breathing mods are the way to go maybe some sort of fan the helps the intake you could run it off exhaust gasses that may help it get more poke 

I hit the limiter in my h23 vtec still didn't kick in

Well, there's a possibility to put a H23 head. But only if you get the parts for free or very cheap, to my mind. Because if you compare work hours, it is almost the same to drop in H22. Of course, then you'll need to change seals, etc.... So H22 is expensive, if you do it the right way.
This was done couple times, but I haven't seen any dyno chart. So no proof of decent power gain.

H23 manifold is a straight bolt on iirc and gives good results. The f20b, f20 a, h23, f22 and f23 are all similar and a many parts do swap over, even bottom ends can be mixed about.

Correct. This was so Honda could enter the touring car since they have to be 2.0s. Turbo seems to be well suited to the F20 but still costs quite a bit
