What is a screamer pipe ? are there any pros or cons to fitting one thanks

A screamer pipe vents some exhaust gasses straight to atmosphere giving better performance.
Pro's: more power, crazy loud screaming noise under boost.
Con's: sounds a bit rough on tickover, crazy loud screaming noise under boost.

So what exhaust gasses do you vent how loud is it as I'm not looking for overly loud

It takes the exhaust gases from the wastegate which opens to by-pass exhaust gas around the turbo so it does spin too fast. Normally this by-passed gas is fed back into the exhaust but with a screemer it is allow to just run open to atmosphere.

So it should only make any extra noise either when you lift off, or when the engine is under load and the turbo has spooled up to the max boost pressure you're running then?

And below that there shouldn't be any change in the exhaust sound?

Depends, some people run open screamer, where its always open, and some run gated screamers where the only time it opens is under max boost. My mate had a gated one on his civic and the noise is flippin epic. :lol:
