The main rating will be relevant to accident frequency and accident cost, which is not crime related.
Frequency is likely to be higher in more densely populated areas, such as cities and large towns.
Claims costs are also noticeably higher in certain areas and this correlates with areas where insurance fraud is rife, ie cash for crash and staged accidents.
