It could be knackered not just in need of a clean. Can you try the one from your other engine?
Alternatively it could be the FITV (Fast Idle Thermo Valve) sticking. Located on the underside of the throttle body. Again coolant passes through it.

You'll need to remove the air intake to gain easier access, but ideally you need to remove it to clean it properly, which means bleeding the coolant through again afterwards
Try the other IACV first though.
Hang about! Did you completely remove the IACV to clean it? And then did you re-bleed the coolant as per the manual?

Just a thought but try resetting the ecu. Take ecu fuse out for a few mins then put it back in. Then start engine and let it idle until the fan kicks in. It may just req a reset as my aerodeck was doing the same thing when i got that. The idle reset and learn sorted it. It is vital that u don't get air in the system to.

Ecu backup fuse is in the engine bay fuse box. Should be marked ecu backup. Or ecu. They are a PITA to bleed tbh but if its still doing the same thing then id imagine that its bled up ok. Just remove the rad cap and run the engine. If both the pipes to and from the valve are hot then its good to go. I assume that all service items are good. Plugs ect?
