Not sure how km to mph/delimiter works on a prelude so would this be a straight swap into my uk model?

been lucky recently getting 2 nice black front seats and 2 oem tail lights for 30 quid
put an offer of 10 quid in

What you should do its buy it and strip out the JDM black Titanium dials to get this:
Throw the rest in the bin and fit the dials to your UK car like this:
Old UKDM bezel:
New JDM black titanium bezel:

A tenner is a result! If they are the black bezel rings (which they look like), the black rings are worth much more than £10 just by themselves.
