no it won't, there is no dog sweat and bacteria to make a smell - the flock is 1mm nylon fibres and the adhesive is waterproof. Just wash it and dry it like you would the rest of the car and it's all good
Might be different on a roof, but water just falls out of the flock on the bumper anyway.
