Going by that table my 215/45r17s should be 2.6 bar which means 38psi

i have allways had them at 30 max

Vehicle weight needs to be taken into account.

What's the max pressure these tyres can take? If its say 50PSI then going from 32 to 38 will be going from 64% 76% of max value, which is a pretty big jump. Ratty is right the vehicle weight needs to be taken into consideration (hence some manuals will give a different value depending on the number of people in the car)

Bit rough but
Lines 1, 2 and 3 are to do with pressure under load and tyre condition.
The second to last line is about making sure everything is right/secure before driving away.
The last line says something along the lines of using the correct pressure otherwise fatal accidents can occur.
