A non ABS proportioning valve from something like a BB4.

I haven't done the mod myself but I think you will probably need to run new brake lines from the master cylinder to the proportioning valve as ABS equipped cars have the ABS unit in between the MC and the prop valve.
I know @Indigolemon did an ABS delete

I have done the ABS delete, but I just hacked into the remaining steel brake pipes to fit the prop valve in its oem location. The locating nuts are in the chassis rail, so it bolts in nice. I will be replacing/re making my brake pipes as I'm not 100% happy with them. As said, just remove the abs unit and fit a non abs prop valve. But BE CAREFULL, the modulator will still have HIGH PRESSURE brake fluid between it and the pump.

What happens with the recent changes in MoT rules? Surely, if a car had ABS as standard, it must be working to pass the test?

Only if they can tell that it did once have ABS.

Many 4th gens never had it.

It's very simple. If the ABS system is there, it has to work. You can't just take the bulb out and leave the modulator in there as it will be clear that it has abs, so it's a testable item. Now, if you remove the ABS components, modulator, ecu, sensors ect then you cannot test it if it's not there. Therefore it's tested as a car without ABS. I have removed most, if not all the ABS components from my car
