Use a long screwdriver as a stethoscope ;)

Yep, that means it's nothing to do with the gearbox.

One of the following (in something like decending order of probability?)
  • Power steering pump
    Steering rack
Steering column (you should be able to feel that through the wheel)
Something rubbing on the track rod arms as they're moved
Track Rod end ball joint or Hub Knuckle ball joint
    CV joint

To narrow it down a bit more;
Does it only do it with the engine running, or still do it when the engine is off (but you turn the steering wheel).
If it only does it with the engine running, it's only likely to be the power steering pump or rack.
What's the power steering fluid look like? Is it a consistent plain red fluid (might be dark) or is it sort of frothy/milky looking red?
For that matter, what is the power steering fluid level like! Is it full up to max? And do you have any power steering fluid leaks.

If it does it regardless of engine running or not running, then it isn't the power steering pump but could be any of the other bits.

The power steering pumps make some terrifying noises when the bearings go!

Or just when you've drained the system and it's being filled up, bag of ball bearings springs to mind.

Yep and just when you have a leak on the system and are drawing air into it.
Hence if the fluid looks frothy when running (drawing air in) or 'milky' (metallic particles in it because something is munching itself)

It certainly isn't your rear wheel steering as that isn't operational when the engine is off. Is the noise coming from inside the car or outside?

If it is inside all you can do it to try and track the noise down and find out what it is.

Get your head in the driver's footwell and get your mate to do that with the wheel whilst the engine's off. I wonder if it's coming from the steering column. Remove the panel under the steering column to get a better idea.

It doesn't look or sound like it's giving any resistance, or would you say it is?
