If he just used a normal butane torch, that would explain it (heats up all the surrounding area at the same rate as the nut, so doesn't actually achieve much)

Keep it soaked with WD40 (or preferably Plus Gas or Duck Oil) for a couple of weeks and then try it again, is the best you can do now.
I've just sprayed half a can of duck oil on both track rod nuts and chassis bolts and will leave it for a couple of weeks before taking it to the mechanic. I'll spray it again next week too.

You can actually remove the other end of the arm from the 4ws unit. My mate Lee did that to free one of mine up. He could then tackle it in a vice properly. He said it wasn't difficult.
