odd delimiter

ok here goes, recently i decided i wanted the original kph dial which would have been fitted to my jdm bb4 from new (mine had the 120mph max on it, although i never actually go that fast, im old see). so in order for it to read in mph i used the cheaper delimit chip, however i have noticed that the needle on the speedo doest move till i go over 20mph, then it jumps from its stationery posision straight upto 20odd mph if the vss signal was faulty then i should get a check light but i dont, so it must be the speedo itself. the question is, does anyone elses delimited lude do this, is this normal with this chip. it doesnt really bother me to much, im just curious as to why it is doing this:D
