How comes the 4WS light is only an advisory?

I don't think a car can be failed because of faulty 4WS.

yes I've done some more reading on that. I thought they'd introduced something about 'any warning lights' on the dashboard, but having read the mot manual, I think the only way they could count is as a failure, would be if they decided that 4WS was an "ESP" system...
