There will be an equation applied to the torque output (which can be measured) to produce the bhp value. So if the numbers are linked this would make sense
Maybe think of it like, 20 divided by 10 gives you 2 but so does 200 divided by 100

ok, horsepower, torque and engine speed are all related, if you change the the value of one it will have a direct effect on the others, for instance - if you keep engine speed the same but raise torque the horsepower will go up, if you keep the torque the same but do so with an increase of engine speed then horsepower will go up here too, some race engines actually lower torque but do so with a massive increase of engine speed thus again pushing up horespower. horsepower is derived by engine speed whilst torque is applied to said engine speed.

its not clever, its many years of tuning and preping 2 stroke motors for competition, the onlt reason it crosses at around 5000rpm is because most cars have a similar rev range, try this on a 2 stroke motor of say rev limit of 16000 rpm you get a different result, or with an f1 engine with a rev limit of around 18000rpm again its different
