well I bought it from a shop and the guy told me he tested it at 11.5lb
I then serviced it. carefully noting the place where i could break the factory loctite power screw and boost it up to 27lb
and specifically leaving it well alone. replaced all the seals and cleaned everything with an ocd level of refurb and went hunting. Found out i dont really feel like killing things any more
Left it in store for couple months and then sold it to my bezzy Dan as he fell in love with it.
Old bill came round for another reason that he was nothing to do with in the first place but took it away to get it looked over. It came out consistantly at 13.5-14lb
My guess is that the oil had dieseled in the workings as it had not been used for a while. this can restrict some of the parts and cause over pressure. But they tested it plenty times apparently and it was just over all the time. They also took note that the factory sealed power screw was still sealed from the factory. Didn't matter though.
@wurly: be careful!!!!!!
He ended up with a firearms conviction and loads of community service
I went into the station and gave them a statement and they contacted the shop that I bought it from but it was his responsibility apparently.
