Also I see the AA have finally twigged that this system will generate additional revenue due to vehicles being taxed twice... very quick off the mark... nothing like locking the stable door after the horse has bolted! Why the hell didn't they raise that during the government consultation on the change - that's one of the key things a motorist organisation is there for!
..And when does an individual become responsible for the excise licence of a vehicle, the moment they drive it away from the previous owners premises, or when the V5c arrives at DVLA for change of ownership. One other major issue most have missed as part of a hidden agenda...

The recorded date of change of registered keeper is determined by the date that the previous/new recorded keeper write on the V5, not that date that it arrives at the DVLA.
Agreed, but if you buy a car from someone, lets say some miles from your own home, how do you tax it immediately, before leaving the sellers premises, and potentially the same day?
Telephone is a new option and is 24/7.
The new thing that enables that (and the 24/7 online) is that you can do it from just the new keepers supplement (previously couldn't do that, needed the full v5 or to fill in a form at a post office).
