That might not be a fault, it might just be a setting on the boiler has been changed...
Some have a setting where you make them do just that - they keep the water inside the boiler permanently hot, so you get instant hot water with virtually no delay when you turn the tap on. You can turn that off, so that they only fire up when the tap is turned on (uses a bit less energy in theory but you also get delay).
Worth checking that...
I forget what he said exactly now but it's something like motherboard (or something like that) fault caused it to switch on/off intermittently, but no hot water is being pumped anywhere so it just boils up,
"Yeah mate, I'm an expert on these boilers. See this all the time. It's the motherboard... thingy..."
"I could repair it but you're probably better off buying a new one for the cost of it. Do you have service cover?"
