Usually yes, upon sucessful completion. Most county's police offer the speed awareness course as long as you haven't done one in the last 3 years. Think the cost of the course is a little more than the £60 fixed penalty fine, but it would mean you don't get the 3 points. I had to pay 10% extra on my insurance for each of my speeding offences, and as they are taken into consideration for 5 years you would be wise to do the course if you get the chance.

I would reccomend the speed awareness course. You will get 3 points and £60 fine (meaning higher insurance) or pay a one off price for the course, will be expensive but your insurance won't need to know as you won't have any points

On a serious note, acpo guidelines are 10% plus 2 mph is the point that you are speeding. So if your speedo is accurate, in theory you could be ok at 78mph and done at 79, so 82 is only 4 mph over the acpo guideline.
If you have had a noip, then the most likely outcome will be 3ppts and a £60 fine. Doubt you'd go to court for 82 in a 70.
